Most likely not. Ubisoft might toot their own horn and lie to community about taking survey feedback to heart, but that's just PR. We'll most likely see some Tom Clancy's XDefiant, R6 Extraction, the Legion/Assassin's Creed cross over, and maybe a Hyperscape update. Gamescom is really to talk about previously announced and future games. It also want to give awards. Gamescom isn’t the type of place it want to disappoint the streamers much less they reputation. Tales of Arise did a anniversary on Gamescom. State of Decay 2 showed an upcoming expansion but didn't show any details on the new state of decay 3. So it has to be a major expansion or decent game to make it. I think I also saw upcoming expansion for destiny 2.
I know GR is on its 20th anniversary but if they have a teaser to show the next game then for a brief minute they can put anything related to Breakpoint to lead towards announcement of the next GR. If there's no next GR reveal its a waste of time for Gamescom and budget for Ubisoft. There's so many new game's ready and waiting to get announced due to covid extending development in 2020. So this may be one of the most popular gamescom of all time.
Unreal Engine 5 games are slowly being revealed too which is one of the most anticipated games that gamers are looking to see next gen gaming. It's too many new game's to show so most of the old games don't have a chance. So unless the old game is good and worth showing it'll be there. Breakpoint alone can't make the cut imo. The Division 2 players feel just the same as you guys. They was promised a last update towards the end of the year but Ubisoft has been silent besides the Heartland game of course.
I don't expect a big update on The Division 2 and GR Breakpoint motherland update. I see it as a small to medium size update to thank the community for playing. Could be 2-10 missions, few new custom settings, cosmetics, a new class, and ending for the game. I don't see anything crazy like a overhaul, new modes, map expansion, or anything. We'll let me take that back.
The Division may get that cause it did overhaul, got new York as expansion map, and new summit mode. Breakpoint on the otherhand didn't get neither of those unless you want to count that new mode for the pvp that allowed you to spectate and I guess the gas mode. Still I don't see much effort but only time will tell. Too many new Ubi games to focus so I don't see Breakpoint Motherland being mind blowing but I know most looking forward to Bowman to get Wildlands vibes.

They won’t see the results of the Year 3, weapons and cosmetics survey until probably Monday but that’s only after myself and bullet catchet gaming have made videos detailing all of the results
I will say however that the CM has put them all into a file for the rest of the community team to use as reference material
Now I can’t actually say if any of the Dev Team have physically taken the surveys or not yet but they definitely know about them independently from the community team.

Nothing against your post, just trying to explain why some of us want them to show us the money before we cheer and open our wallets, that is all.
They have implemented 4 of the top 5 items from the survey in 2017 held just after launch, plus cancelled the Raids and rewrote the mission content for the last DLC. The drones and other world parameters can be set, we can turn rebel presence on. They also made changes to AI team mates - not all that we asked for but some - turned off other players in Erewhon if you want, changed the menu system to allow multiple items to be sold or dismantled. The immersive settings were all independently settable, which we asked for after the Tier mode and Ghost mode in Wildlands locked it all in one choice. No, they haven't done everything, but we should recognise the changes that have been made.
On topic, it is possible they might mention Motherland at Gamescom, the timing is right.
