Not only was the villain from Far Cry 2 less well defined, FC2's 3 million game sales, while not to be sneezed at, and with it being an older game, makes the villain less attractive to develop than the much more popular newer game villains.

Personally I abandoned FC2 through boredom, so I feel the least affinity with this villain, but others may feel differently. Nevertheless, I don't think the commercial case for this 4th villain makes much sense.

That's if they could even get ahold of the voice actor after 13 years and see whether or not he is even interested. Troy Baker is known to voice act a lot of characters in the video game industry, so it's easy for Ubisoft to get him on board. Both Michael Mando and Greg Bryk are easily willing to return to voice act their favorite characters. As for Dwayne Hill, we don't know. He's not really known to play as The Jackal. As much as I'd like to see every villain return, the two voice actors for Krieger from Far Cry 1 and Far Cry Instincts would be unlikely to return. One appears to stop voice acting, the other passed away.
A lot of games with returning characters often have different voice actors. If The Jackal is returning, Ubisoft would have to resort bringing in a new voice actor.
