The devs probably don't get enough funding from the publisher to make multi-gender heroes.But why? I don't understand why there's any genderlock at all it makes no sense. One would think devs would like all heros to be played and enjoyed by all. It's disappointing, was excited to play a new class.

There aren't as many devs working on the game than how it used to be before (Y3 and before). So it is harder to do quality-work.
I'm just guessing, but I also think it's a pity that Kyoshin is gender locked.
Adding restrictions sets boundaries which helps many people come of with a more focused version of the idea. If I had to make a guess on why he's gender locked it was probably to save some resources. Comparatively speaking there is a LOT more effort put into this characters visuals and animations this time around. Even the trailer was more than what we've gotten in the past.
