I have an oil power plant that regularly shuts down because of lack of oil. I watched over it and what happens is trains enter it and never unload the oil to fill it to 100 even if they have enough. On the screenshot you can see 3 trains going from the plant all with oil left, but the power plant is loaded only to 43/100.
This is Crown Falls, and the oil harbor is on the other side of the island from the power plant. Maybe the distance somehow bugs the trains? 3 trains are not the cause, I tested with just 1 train going to the power plant with 100+ oil, and it also doesn't fill the plant to 100.
It feels like the trains are calculating how much to unload when they depart from the oil harbour, not when they arrive at the power plant.

Don't know how many powerplants you have, but I suspect you laid the railtracks directly from the oilharbour to all the powerplant with a single track. That is why the trains are confused and go one after the other to the same powerplant without unloading oil. Especially in Crown Falls it is recommended, because of the long distances, to build double tracks. (Not all of them, only the main routes) Not only that, but also cross connections so that the trains have an alternate route to returnito the oil harbour.
