In my humble opinion, Glad is still very easy to beat, cuz I usually still easily beat him. When I see a rep 70 Glad, I'm glad I'm not fighting a rep 70 on any other hero lol. I think people do not realize it cuz they mostly play in 4s, where ganks and teamfights add more variables. Thruth is, in duels it is really clear how lacking Glad is.

BTW, his skewer is not strong. He gets 37 damage, 99% comes from bleed which he takes no benefit from. On the other hand, we have unblockables that deal consistant 32-38 direct damage. Against hyper armor it is 2 damage. Plus they removed the option to do more direct damage and continue the chain. Skewer is mediocre at best.
Glad still retained the two strongest aspects of his defense. That being his zone and his neutral heavies. His zone is a bash that has a feintable follow up making punishing it very inconsistent for most of the cast. His neutral heavies have absurd forward range which allows him to space his opponents good especially considering he still retains one of the best back walk speeds. The other strong aspect is that they're 700ms. Not many 700ms neutral heavies exist anymore. These are strong because you can always parry on light parry timing but feint if it wasn't a light and still be safe and potentially punish the move that wasn't a light.
His dodge lights were given a consistency buff in terms of having better I frames making it a more consistent tool for punishing which makes glad even better defensively.

Being able to chain into skewer from toe stab and zone makes him better as well. That only improves his zone. And now you cannot react punish glad's toe stab. If you try to GB him you bounce off since skewer is a chain move. Which allows him to feint into a GB that you cannot CGB. Also if he lands a bash or a heavy on you and then goes into skewer it should catch your dodge attack attempt since you'd be dodging later due to hitstun.

His bash is still useful in 4's as a way to peel for an ally who's about to eat an armored move and in that instance he's doing direct damage with his bash thanks to haymaker. Glad is strong and only got stronger with his rework. I can only assume people who find him weaker now either fight people who do not exploit everything his kit has to offer or do not do so themselves.
