    Bad gpu usage and heavy intensive on cpu

    My graphics card runs like 60% of usage MAX and cpu is always between 90% and 95%, I checked benchmark videos with my same setup and there's something wrong with my game.
    This happened to me before but it got fixed, now it happened again, any help?
    GTX 1660 s, i5 9400f, 16gb ram

    Since your CPU is being utilized to max, then its bottlenecking your video card, your CPU has 6 cores/6 threads and your card is GTX 1660, so i believe your CPU is fine when paired with such card and shouldn't be bottlenecked like this, i think there is something running in the background which is hogging your CPU.

    try alt+tabbing the game and open task manager, check CPU usage, the game should be put to sleep when Alt+tab and you can see what program/process is utilizing your CPU while playing.

    Another thing to check is your CPU frequency (it should be more more than 4.1 GHZ), if your CPU is running on low frequency then this might happen, if that is the case, it can be fixed by checking turbo boost in bios and also modify the current power plan that you are using in windows. if nothing helped, then check CPU temps, your CPU might be throttling due to bad cooling.

    I tried setting a high performance power plan but didn't really help, so did checking other programs in task manager, I found a program called qemu and deleted it but that didn't help either. I still get unstable performance and also when my game first loads the menu it really struggles, I uploaded some pictures for clarification. https://imgur.com/a/BUcEDg0

    set the game to borderless or window mode, while in game, open task manager and sort by CPU usage, if the game is consuming full CPU then its the game, if there is another program hogging the CPU, then right click on it and press go to details, in the processes tab check the name of the process, right click and select end process tree, if the process belongs to unneeded program, then disable/uninstall it.

    also you can disabled Geforce experience overlay and functions cause it can draw some CPU power, me personally have it completely uninstalled.

    EDIT: since you have RTSS, go to OSD settings and show all CPU cores (cpu0, cpu1,....) along with their temps and frequencies , then post a screenshot.

    unfortunately I didn't find any other programs, it seems to be the game itself that's consuming a lot of the cpu and memory. I took some screenshots with the temp and freqs of both cpu cores, all of them goes up to 100% every now and then randomly and the freq doesn't even change from 3905mhz https://imgur.com/a/bYaFECc

    I don't know what your PC set-up is like, but I have an I-core 9 and 5 fans in my gaming PC and I get a consistent average of 75 FPS Good luck!

    Unfortunately its your CPU that is not capable enough to run this game, its bottlenecking your video card really hard, its a low power 65W CPU that doesnt boost over 4.1 Ghz, your only option is to upgrade to a more powerful CPU, you could get i7-9700K, this one has 8 cores/8 threads, boosts to 4.9Ghz and can be Oced to 5.0+ Ghz, should be compatible with your MB CPU socket and chipset (unless if you have a low power/VRM MB) and will be more than enough for the upcoming years. and if you are for a new build, i would recommend Ryzen 5000 series CPUs.

    In all honesty this is the only game that I'm struggling to run just fine, it was running okay months ago but when I came back it's just that messy. I appreciate the help.

    i have been reading the forums and there seems to be a problem with battle eye, some people are saying its hogging the CPU, so try to launch the game without it, check my post here:
