For me, every Orochi attack should deal 2 less damage to compensate for his guaranteed light. Shinobi's guaranteed light should deal just 1 damage. With those two changes I think they are balanced.
Problem with the double lights is its technically entirely a placebo effect. With gryphon the double lights gets you to your mixup. It doesn't actually do anything besides "more damage".
