Mixing PVE elements has caused more problems than fun.
There are PVP games with loadout options. Call of Duty and Battlefield most notably. Many hero shooters also provide different playstyles based on which character you pick.
Regardless, people should really not be advocating for the entire game to adjust to their chosen preferences. It's fine to suggest minor changes like TTK. But recognize that other people will like the way things are now, or the complete opposite.
EDIT: Yes, if you don't pay attention to nuance, this last statement will make me appear to be a hypocrite due to my views on PVPVE in Division games. But there's a difference between broken aspects that aren't working.
I've DZ'd solo many, many times .. and I'm not asking for Deathmatch style PvP

Until someone makes an Urban Shooter with deadly combat, I'm always going to ask for The Division Hardcore Mode to be deadlier combat [like Breakpoint or R6S], and I'll keep asking for an urban setting in the Breakpoint forums. Maybe someday Ubi or someone else will answer my prayers ..

Lol The Division 3? Seriously? I rather have them stop making another The Division franchise as look at The Division 2 right now a complete mess and most issues are ignored let along hackers roaming the game freely and reporting doesn't do any good. Also DZ in Division 1 and 2 is a mess full of bugs and exploits do massive bother about it?
No, instead they look it as a success and not to mention the on going random CTD crash since march and yet no word from them on what caused the issue why it was not even fixed. Instead them working on a new franchise they need to focus and keep on working the Division 2 and fix all the issues that were reported since it came out and Warlords of New York as well, DZ could have been better but it was mediocre at least.
