    Insane dithering effects on landscape

    I'm getting some crazy dithering effects on the landscape. I first noticed the issue in the benchmark. When I just started the game, it was fine, while I was still in the tomb. But when I got outside, here's what I got. In some frames it simply looks as if I'm running on 480p or something.
    Graphics settings are on ultra, 1900x1200. Cpu i5-6600K, gpu RX5700XT, neither maxed out. What is going on here, and how do I fix it?

    It seems this problem is related to the cpu maxing out, a known problem with this game. Even when there is nothing but a sheet of sand on screen, the cpu is maxed out consistently. I'm now even getting the dithering effect on the "press any key" startup screen. It seems the cpu is simply doing something that is prohibiting it from correctly/fully loading textures. Whatever it is, it is a known issue since release that hasn't been fixed, which means the product I bought is broken. I will be requesting a refund.

    It seems this problem is related to the cpu maxing out, a known problem with this game. Problems persist, even when lowering settings (which in itself shouldn't even be necessary). Even when there is nothing but a sheet of sand on screen, the cpu is maxed out consistently. I'm now even getting the dithering effect on the "press any key" startup screen.     A graphics driver reinstall (probably) fixed the dithering. The cpu is still maxing out. We'll see how that goes, but at least I have a working product, for now.
