Foundry Bulwark and Future Initiative vests and backpacks (4 items) can only be obtained in the Iron Horse raid. It will take several completions.

There is a weekly reset. Greens drop once per week per character.

Again. Foundry Bulwark and Future Initiative vests and backpacks (4 items) CANNOT drop in The Summit. Period.

The only way you can get one of those four pieces is: (1) if you're in the raid group when said piece drops for a group member (including yourself), and (2) the group member -- other than yourself -- shares it with you in the allotted period (countdown timer appears on the item details). It is imperative that these checks occur after each phase out of combat. Even if your group is comprised primarily of conditioned veterans, any delays (ie. breaks, member disconnects/crashes) can cause the allotted time to expire.

If you witnessed two people in your Summit group sharing one or more of the aforementioned items, it is because they were both members of the same Iron Horse raid group that they just completed immediately prior, and they incidentally shared the item(s) there.

Sadly it's not all that funny when you get down to it. The raid lock on those items never made sense to begin with. Keeping it locked this long still is....I don't have a strong enough word for it. "Stupid" or "Lazy" will have to suffice.

To the Devs, the inspiration behind locked loot, the content isn't strong enough to get players to replay it. They have to place a carrot to get the horse to keep playing. Raids have their locked content and the DZ has it's content and finally there is locked content hidden inside of the PvE content.
