I did the required mission. There was never a person to recruit at the theater settlement like guides have said they would. There is nothing back at the bas of operations. There just doesn't seem to be anyway to start it no matter the guides I have read.

You're not seeing Inaya where? You need to check both the Theater and the White House; if you've recruited her without realizing it, she'll be at the crafting bench already.
It would help if you could post screenshots of both locations showing that she's not at either and also of the progress sign in the Theater showing you've completed the conditions to unlock Inaya. (This may, for example, tell us that you're looking in the wrong place.)
After continuing with the main story mission (finished the 3rd mission near by) and exploring the safe house she then became available and I was prompted to recruit her and found her at the above described location.
Apparently they changed this in a patch/update somewhere along the way over the past several months since all the game guides and you tube videos were made since they all claim she's immediately available after finishing the hotel mission.
You can sometimes craft better gear than you can get from the vendors; it depends on what they're selling. Yes, those are useful forever and very much worth crafting. Do note that the scope magnification is entirely orthogonal to the buff, so you may not be able to get both the magnification you prefer (basically none is given for < 4x scopes) and the buff you want in the same scope. And magnification doesn't necessarily make things easier; at 4x (when zoomed in with the Zoom In / Melee button) and above, you lose the reticle that turns red when you're on target.Originally Posted by RosellaChere Go to original post
