We have several sets that are kinda redundant in the sense that they all do the same thing, IE crit chance, crit damage, weapon damage, skill stuff (whatever skill efficiency is supposed to mean though)
The only set that I am aware of that alters fire rate is True Patriot and that build is honestly kinda trash for anything other than funsies.
Why not a set that offers
+10% Reload Speed
+10% Weapon Handling (not just accuracy or stability)
+20% Fire Rate
Now the question would be is would it be better suited as a 3 piece set or can we alter it further to create another actual Set with 4 piece bonuses?
Obviously we would need to come up with maybe a few new talents specifically for Named versions of these pieces but whats not covered?
Backpack that offers a new talent called Perfect Hunter which grants 10% damage to out of cover targets within 20m whereas normal could be 8% to targets 15m away.
Chest piece that offers a new talent called Magic Trick granting ammo regeneration on kill, say % of mag for 2 kills than full double mag capacity instant reload on 3rd consecutive kill?
If a honest to goodness green set, what would it be called? Spartans Resolve? Ut Renati? Herodotus' Ploy?
Say 2 piece rewards Reload speed bonus
3 piece grants overall weapon handling bonus
4 piece grants magazine regeneration based on enemy level last killed up to 15m (25m) away, normal nets 5%(10%), veteran nets 10%(15%), Elite nets 15%(20%), named nets 2-%(25%) with 25%(5-%) chance to refill entire magazine and grant double mag size. Cooldown 10s(5s). Call the set bonus Mágos?
Backpack increases percentage of ammo regenerated. Chest piece decreases cooldown by 5s and grants extra range for ammo regen from 15 meters to 25 meters.
Could be cool. Could suck. Be interesting to say the least because theres a lot of weapons that simply suck because of how slow they fire, looking at practically ALL lmg's and the AK/ACR assault rifles.
True patriot gives increase Magazine Size you got it mixed with Striker's that gives you Rate of fire and Weapon Handling. I have suggested before to buff Ongoing directive by switching the status effect bonus (since bleed is absolute dog**** as status effect and the set barely gives any) to magazine size instead since that would increase your total special ammo carry and also increase your DPS without being just a straight +15% X damage, so carry more special ammo and have bigger magazine with a fast reload bonus to keep your rythm going without losing.
Or better yet...have the two piece give the handling and the three piece would be the rate of fire increase. 4 piece talent be something that gives added weapon damage based on racking up hits on target - but penalizes you for missing the target. Chest talent could be something that doubles the damage stack you can accumulate and backpack talent could provide an additional 15% damage boost.

I did and have what I consider a very strong dps build with it running stinger/airburst/shotty/carnage all with sadist and wicked and the things rips once that ammo is online. It is probably my most played build and made me learn all the crazy details about bleed and other dot damages from the amount of time invested into twekaing here and there, I absolutely adore the concept of gear set that gives special ammo to the player, bleed just sucks and set performs bad in groups when you don't have ammo which makes harder to get ammo so you lose power very easily and other stuff does the job better, i did make few crazy builds in previous versions using big horn and shotgun back when the hollow points didn't get automatically added to the gun and you would carry 30 total shots which meant A LOT of shots for shotguns.
But anyhow to the actual topic at hand, it just seems like you tried to turn the Chatterbox exotic SMG talent into a gear set, that is just kinda okay. Would make a gear set that gives ou reload speed and magazine size, then the 4 piece talent would be a bar that fills as you shoot, when you fully fill it up your character go into overload and gets a big rof and reload speed bonus as well as the magazine reffiled. Killing enemies would extend the duration and teh chest and backpack would be about faster cooldowns between bars or filling the bar faster could be a throwback to the old tactical link signature skill or the lone star classified that had the chance on reload to refill weapon and give huge rof boost

But in fact I also think, that Weapon Handling is indeed kind of a "DPS attribute". Increased Stability, Accuracy and especially Reload Speed are very useful to maintain a high damage output. While the 4pcs bonus for Striker never seemed to work, wearing 3 pieces and combining it with the named Petrov Vedmedytsya chest – with Perfect Brace – is really worth a try. We're talking about 50% Weapon Handling while in cover! That's huge. With a Bullet King or a Good Times you can really dish out some continuous firepower.
In general I think that Braced is a very good talent and can also be used for AR builds- You could even use it in an SMG build with the Safety Distance.

Holy hell it dishes out alot of damage, infact my Pestilence also dishes upto 900k Damage per tick, and i still have 1.2 million Armour plus immune to grenades every so often.
The problem most people are going to run into with that sort of build is that it doesn't mesh well with the shields that they rely on for survivability. A lot of people have no clue how to properly use cover or LOS to mitigate damage.
