Well, only if you want to level up faster. This makes the game easier during the level 1-30 campaign, which you may not prefer if you are already finding it too easy. You may find it easier to start experiementing with loadouts earlier in the game when you don't have so many options to choose from, and if you'll almost certainly spend the time doing that at some point anyway, whether before or afer level 30. And waiting until much later to play the side missions (until you have a very powerful build at level 30 or especially 40) can make them absurdly easy.
The first perks I prefer to take are the weapons mods, Optics, Muzzle and Magazine, with one or two Inventory perks thrown in when I start to feel I'm running out of inventory space.

The perks are what you buy at the skills desk in the level 1-30 part of the game. Generally, you have them all by the time you start the New York campaign. (If you level boost to 30, you automatically have all perks purchased for you.)
