People have been concerned about Shinobi for longer than any other hero so you should take that as the devs being more than serious about balancing their game.
They clearly still have plans to keep for honor going for some number of years and I still believe that they are just setting the stage for a sequel.

I would have put jorm before shinobi, simply because she is actually far weaker than shino, and I would be even more excited for a conq rework which finally creates a real character out of him. But I am still curious what will they do with the little rat, he is one of the 10 weaker heroes. Along with Orochi, who is even weaker than shino.

But excuse my coldness and pragmatism, but this is Ubisoft's job. If it's good, that's what they're paid for. Nobody gets paid on a job to work badly. And they dont do it pro bono.
In the case of Jorm, if the greed of releasing super strong heroes for everyone to buy them to win, later on they didn't have to make these Jupiter-sized nerfs, where the characters become obsolete.

The only small problem which leaves a somewhat sour taste in my mouth is that Shugoki and Aramusha still have the Rock Steady feat, despite the fact that the devs had the opportunity to remove it (or change it --> revenge throws should knock the enemies with Rock Steady to the ground).
