But I agree with the sentiment, not crazy about the mission. Also don't like the final battle approach (arena mode) for the NYC missions. Somehow I feel that in DC the final battles flow more "natural" in place...

I grouped up with people after trying and dying in 5 seconds against Keener, he needs to be limited to 2 skills, not 4, but they were competent and we blitzed through it pretty fast, even Keener went down very quickly......the thing is, i shouldn't have had to group up if the developers would balance the bloody mission.

I always laugh at the griping about the Keener mission. It's a game about making use of all the tools available to you, not about playing all content in one way. Hence different global events encourage different play styles, and various missions have constraints such as EMP towers. Adapt.
