In theory because in november there's another type of events and there's no enought time. In my opinion the reseasons should be shorters (there's no apparel event and we have one weeks without nothing interesing (the presentation of the new boss and extra XP). So the only important weeks are the leagues (specially) and the Global events.
I'm very dissapointed don't having Keener's Legacy and it's not for the rewards. The problem are the comms, they aren't account shared and you can't get it all without playing the entire manhunt (only you can get the four ones for killing Hornet).
I also didn't like skipping the second season (Hornet), if they decided to come back from the first season, they should have continued in the correct sequence: Jupiter, Hornet, Schaeffer and Lau...
...but I think there must be some reason for this (season problems?) because there's no logic in skipping a season and moving on to a more recent one.
Because skipping season 2 has little impact on the overall narrative. The final mission is still available as a seasonal reward on the free track, and all gear is in the general loot pool.
Only repeating season 3 & 4 takes us to the end of November, which is likely when we'll be seeing the new content.

I am thinking no one wants to do the Keener mission, that is the most unbalanced mission i have ever seen, i mean i had to group up to do a story mission, i think Keener needs nerfing.
I took out his underlings vastly easier than Keener, i just find it dumb that his underlings were limited to two skills, while Keener has access to atleast 3, maybe 4 skills.....sorry, but no....limit him to 2.
He is a rogue agent, the rogue agents i have encountered have been rather balanced, they have had 2 skills, just like the players, Keener however has 3-4 skills, that is wrong....he should have 2, no more than that.
