I'd say an arcade mode would be a minimum of a year's development, and that would be at the expense of other content (in the unlikely event that there was sufficient call for it).
The map editor is a definitive part of the Far Cry experience, and it saddens me to learn that FC6 will be crippled with its absence. I know that it's much too late to fix the game itself, but I do think that Ubisoft would do well to release a standalone version of the editor. That would be a best case scenario at this point.
Please, Ubisoft, don't kill the map editor.

Currently I don't see why Ubisoft chose Dunia for Far Cry 6, if it wasn't for the already established Map Editor functionality coming along with it. But that's the only desperate lead I cling to, hoping it will return.
Though, I think there's somewhat of a devolution in the series in terms of multiplayer functionality. Far Cry seemingly had its best years around the Far Cry 2/Instincts days, with game modes like Capture the Diamonds, Uprising, Steal the Sample, Predator, Domination, Transmission, Firestorm. Not to mention proper (respawning) vehicles; those haven't been around since FCIP.
If only Arcade had addressed the shortcomings raised by the community (i.e. here), I think Arcade would be in a different boat now. But maybe holding on to Dunia prevents Arcade from achieving stuff that should have been pretty straightforward these days.
We also have to keep in mind that everyone, including game developers, were heavily affected by the pandemic. Instead of designing the games in a studio, they did it at home. It's likely their resources are limited while also trying to release their games on schedule. So apparently they chose to fully prioritize on story.
Right now we're on the same boat as those who wanted SnapMap in Doom Eternal. What we're saying here right now is exactly what they said about Doom Eternal years ago.
