When I dominantly only play with my primary weapon, does the secondary weapons talent not come into play? I have been trying to find the answer on it but I only get more questions!

Cause I can't find certain things in there, that some ppl mention in other places and videos.
For example, I have seen a mention of talents that say "when holstered", But I cannot find any of those in the sheet, nor in game. So therefor my primary question remains a confusion to me.

The problem you're running into is that a lot of websites are too lazy to keep their crap up to date. They can't even be bothered to take it down, despite having bad information. But to answer your question: No, holstered talents no longer exist. The only talent that is in effect for weapons is the one you currently have in your hands.
And yes to your second question as well: That google doc is up to date. I use it all the time, and AFAIK it's 100% accurate.
