A problem I've had since Division 1 which extends to this game is clarity on drop locations.
Examples being:
- Do exotics drop from FP caches?
- Do exotics drop from named bosses only?
- Does every named boss have a chance at dropping every exotic, or only their "type" pool?
Just some examples.

But as with the first game, things relating to Div1 were excluded until solid community effort made it complete (is it?).
I know when I play Diablo3, I can kill any monster and it can drop what I want (bar an item or two). I can play PoE and the uniques drop as and when needed bar those that are specific, but GGG tells us where they drop. Why does it have to be a mystery in this game? Try to google about FP dropping exotics in this game and there is no clear answer.
Can we impove upon this for the next game, or perhaps later this year for this game? It's quite frustrating.
Also if anyone can answer the above questions (beyond the spreadsheet), that'd be great. I know that season exotics are now in the general loot pool, but where does that extend to? I'm under the impression any kill is good for exotics, but is it good for any exotic (bar raid exclusives), also regardless of chance, what about FP caches?
Point being, there's just too much uncertainty for a single source.
I can't actually recall if I've ever gotten an exotic from a FP cache or not. I don't actually know for certain that the FP caches use the general loot pool, although that seems like a fair assumption.
AFAIK the general loot pool can drop literally anything that doesn't have an exclusive drop condition(such as raid or DZ exclusives), or has a crafted recipe(once crafted the first time it goes into the general loot pool). The drop chance is extremely low from normal enemies and encounters. If I had to guess I'd say it's lower than .1%. But it CAN drop from anywhere. There was a screenshot of a guy getting a Pestilence from an open world armor crate, of all things.
But I believe that percent increases for boss kills and end-of-mission rewards, multiplied by the difficulty you're playing on.
Then you have exotics with specific drop locations, such as Coyote's Mask from the final boss of non-invaded Federal Trade Center. Or Bullet King from Tombs/Wall Street. Or Imperial Dynasty from stranded tanker. Those items can still drop from anywhere the general loot pool can drop, but have an additional, separate chance from those specific bosses.
Targeted loot seems to help somewhat with this process, although IIRC the dev said it had no effect or increase on the drop chance of exotics from specific locations like I listed above, and only effects the general loot pool.
I haven't tested this, but I would assume that exotic caches would only drop exotics you've unlocked into the general pool.

The specific scenarios which are baffling me at the minute are for example, let's say I farm non-targeted Lincoln Memorial. We've got 3 named bosses in there, is it possible for the Waveform holster drop from any of them? Not for efficiency but because that's simply what I fancied doing at that moment, but at a lower chance (because no targeted).
The only reason I ask is because I've only ever seen exotics drop from non-targeted that are faction specific. It's also why I'm asking if Massive would make this information more easily available.
It's quite a weird one, as far as i remember the only actual exotic that can drop from non named enemies that you can farm is the Black Tusk exotic gloves that drop from ANY Black tusks enemies, so yes you can just kill any random enemy on street that is black tusk and possibly get it without being tagetted loot.
With the addition of targetted loot pretty much any enemy can drop the corresponding exotic for that targeetted loot. In case of bosses they have each unique drops related to their faction and can drop all and any exotic available on the loot poll (some older exotics that only dropped from X faction still appear to have bigger odds such as sweet dreams and outcast faction), so yeah after few changes after hte launch of warlords of new york, any boss can drop any exotic

But I would assume not with any higher chance than any other named target. And I would say there's a fair chance that, due to the popularity and shortness of that mission, that only the final boss has an equal drop chance as other end-mission bosses....and not the previous 2 named guys.
So if you want Waveform, chances are going to be much better to farm targeted loot for holsters, or Summit with holsters. Because if you don't, you're relying on an EXTREMELY low(sub .01 or something) chance of getting an exotic at all, much less the one you want.
And if you want my opinion, you're probably better off making 4 characters and doing the weekly exotic cache missions on each one than you would be using targeted loot. 30 floors of summit x4 with targeted loot in the process couldn't hurt either.
