Yes, that's a dead Hyena - inside a DZ CP.
I fast traveled to the CP, and you know how after you take a few steps it reloads a second time (I presume to move you to another server)?
After the second reload he was standing there, in front of me, then immediately died.
This game never ceases to amuse with new and exciting - uh - features.

Never seen that personally on the xbox. Seen a few people do an emote or two at thd door and stick their head through it etc but no npcs dead in it. And yeah, the 2nd load in feature was added a fair while ago to move the player to an active dz as said above so you've the most opportunity of being crapped on by rogues. You can also clear landmarks for "field recon data" optimization materials. Doing so is often quicker than clearing a control point for people with good builds. There is the risk you'll get interrupted by rogues though.
There is little point going in the DZ for loot as it's only of challenging quality. DZ exclusives can drop in named item caches, which can be bought during global events.
