Only fair solution IMO is to make them timed exclusives.
So they become available for all after 3 months or so.
That is plenty of time to show off your fancy rides.
This can be done through different events or ways to unlock.
The hobby system comes to mind or by doing all skillz and races at least once, a paint contest, finishing game milestones, exploration goals or other alternate events for the less talented or unfortunate racers, who still want to enjoy these fancy rides.
Also as a choice reward for summits, you previously won before. Or when already have the main rewards.
Special once a season mega summit events, where you can win cars with bronze (1), silver (2), gold (3) and platinum (4).
You don't really need them to win races, except for one or two overpowered street racers.
Those were pay-to-win, which is even worse than make them inaccessible.
Only if you are a collector, who wants everything from the game, you need them to complete your set.
IMHO the IVT dev team should start to think about interesting and clever ways to make previous summit rewards or chase vehicles available for a larger crowd.

I know some players, who deliberately do not compete in every summit event if it is a repeater.
The whole setup is flawed, incoherent and not very well thought through. Too many changes and edits after the original plan it appears.
But than again, no coincidence if previous poster is right about their employer...
I'd like to see all the previous summit cars return (instead of special tires/tints etc.).
I don't work hard on summits (better things to do IMHO), only occasionally giving extra effort - but always find myself just outside the 3000. I'm happy others get ahead - and I honestly don't particularly covet those cars - and actually enjoy using bought cars in races for the challenge. I don't mind losing to a plat 1 with a summit vehicle, because I learn better (or more winning) racing lines by following on - and still sit around plat 1 2 and 3 without 'needing' summit cars - it's all fun first, which matters.

My idea of democratizing this (second to broadening the 3000 summit limit), is to allow anyone who wins the same summit reward vehicle more than once, the ability to "gift" that extra same vehicle to a "The Crew 2" friend of their choice (if of course they already won it in the past).
WHY?
Because after all, this encourages (firmly) a positive glue for anyone wanting a better reason to crew up with others.
Those who earned it 2 times don't need the car - but perhaps something good comes to them too, beyond the nice feeling of doing a good thing for a friend.. maybe a 'Platnum part' (a new thing with some advantage 'as good as' a summit vehicle as a reward).
Win win win and etc.
Story time..
To ward off sluggish performance (PC/internet rel - unsure if this works but seems to for me), I again recently cleared many friends from my list (from 30 or so back to around 6), leaving mostly only people who I regularly meet up with in-game (and talk with and cruise the map with), and put some otherwise excellent friends off by removing them.. but I see them often in Live Battle, and hope they don't take offence. If finding this, I really do apologise to you guys! I get the feeling one was super annoyed and didn't understand and rage-quit (twice) before I could type that reasoning to him. That leads to this ...
What I've found, which won't surprise many reading I'm sure, is that spending more time in a "Crew" which just roams the map with quasi-realism in mind and un-maxed vehicles with less grip etc., is excellent fun which I hadn't encountered much before hand (a personal/social thing - which I guess fluctuates).
I think therefore, it's an element of the whole game which I overlooked in favor of doing events and Live Battle (both sources of great fun for me).
So, something which gets people to think
"If I Crew up more often, and do 'crew things' in the game, it's way more likely that a crew pal will gift me a summit car".
That might also make me try harder to get a summit car to give to a friend - those stupidly simple things can make good friendships - and the game is about crewing up isnt' it?
Lastly..
Don't we indeed have a story line in the game like that? Oh, yeah, the story goes, we win a race and gift the car! (DUH!)![]()
Took me long enough to come up with this idea - but.. I don't see a downside.

To mitigate (sorry if this seems un-baked!)..
How about this; if a person wins the same summit car again (apart from some other reward given to them), this auto-mints a new winnable vehicle into a pool - and these can be won in a "Lautrelle's Car" type event by others.
In the period between summits, those highest on the leader-board for the new 'Lautrelle' type event will mop up the 1000?? or so available minted summit cars. (the people who won the car again in the summit automatically barred from the new 'Lautrelle' type event).
That way, these can only be won by those who take part and score high enough in the after-summit mop up event (mitigates buying/selling them).
Maybe once seasons are no longer added (at end of all new dev, if that day comes) perhaps it may be logical that all summit cars will eventually be purchasable in-game (since no continuing summits may be added at some point, making them un-winnable ever again anyway).
Or perhaps a final Summit Vehicle DLC pack after development has finally ended? (I'd consider paying for that, to help fund the servers to stay up a year or two longer).
But, when I started in this game, I bought-in knowing I may never drive one of those exclusive cars and am personally fine with that too.
All fun to think about.
