I was amazed at how difficulty legendary level can be. Firstly, I tried District Union on Heroic and completed it in 40 minutes. I then swapped to legendary and after 6 hours of failure, only managing to get about 30% into the game on my best run. I take my hat off to all those agents that I have managed to do this mission solo on legendary.
I followed all the videos that tell you to put together a skill build with 1.1 million amour, (including amour regen and unbreakable talent), 6 tier, memento and capacitor - I still got shredded.
If anyone has done this mission on solo in a reasonable time - I would appreciate knowing the build and any tactics.

It's possible. But it's also something that the game REALLY isn't intended for. The videos you see on youtube of people soloing it in like 25 minutes are people that live in this game 24/7. Literal professional gamers who get paid to do that sort of thing.
The turret/drone build is the way to go, IMO. But it still requires a LOT of practice and repetition. You have to learn where every single enemy spawn is, and then learn the tactics and positioning for each room. There is no fast or easy way to do that.
I tried it for a lark since I am not capable of solo legendary. I did District Union and used a skill build (turret/drone). It took a while to clear the yard. The first encounter inside was easier and quicker. Then the big guys spawned. I set up the skills and they promptly stopped working. Reset and reset them. Changed skills. Nothing worked. No jammers or EMP, just not working. Reset a few more times and quit. A skill build with no working skills is not worth much. I have seen a particular skill stop working but not all skills. Not sure I will try again since it is so time consuming, But I had the experience of doing a part of a legendary mission.
I did the same mission one more time as a backup call with 2 other guys and it went really well. We were sailing along and staying up, playing strategically. Then we came to the room with the upper floors and the 2 guys raced in deep and died. By the time I realized that, I was swarmed and killed. I don't know why they did that unless they were impatient. You can't do that on legendary. And we were doing so well.
If it's taking you 40 minutes for Heroic DUA, I think you need more practice before taking on Legendary solo. Even really good players have trouble soloing the legendary missions.
I've seen different builds. There's a ND set that uses Perfect Focus, FAMAS and shield. I think they also used a turret to draw aggro.
Another was a sniper headhunter build. With AOK bonuses and bloodsucker.
I too think that you're not doing yourself a favor when trying to solo legendary content as long as you have not "mastered" heroic difficulty. Although I have to say that I personally bow to your perseverance for trying, failing, repeating, and thus of course also learning, the same mission over and over again for 6 hours.
But as some of us already mentioned – you might have more fun when trying to make yourself comfortable with heroic missions before taking on legendary content on your own. OOOOR you might wanna try matchmaking for legendary strongholds. Every once in a while you can find pretty decent teams/players out there. And for getting accustomed to those pesky legendary White Tusks and their tactics and spawns this might turn out to be a quite good idea? Of course having two or three friends to play with would be even better (in terms of communication, builds etc.), but for "testing purposes" good old MM could help you out quite a bit.
Concerning builds for soloing legendary missions:
Some variants of the AFK-drone/turret-skill-build are probably the most popular ones in general for legendary missions – as they are the most beginner-friendly and easy-to-create builds. But there are also very powerful shield/pistol-builds or ND-builds. I'd always choose my ND-build with Obliterate, ND-backpack, Deathgrips, Carbine, and Scorpio as a sidearm (3/3/0 with Crusader Shield and Reviver Hive).
My most used build is based on ND, Fenris chest with Obliterate, and Memento. MK16 and MPX, with crusader and drone (for distraction and keeping flaks busy). I run 100% Heroic without problems. Heck, I run Summit Heroic with up to 4 directives with little to no hiccups.
But Legendary is a different ball game... I feel that this build is totally inadequate. Tried Capitol last night and I was on my face in less than a minute when 3 airbursts landed on my head within a second.
The most progress I made was District Union, but not by much.
I will try some skill and tank prototypes, see if I do any better.
The other thing I will try is to choose my battle space. Too wide or to cramped is a no-no. Best is long and narrow corridors. If I don't like the space, land the first shoots and then retreat where I want to fight... they will come.
I saw this thread and tried it just to see how far I would come.
I completed it in 2 hours And 6 minutes.
For me it took more time thinking and doubting on what to do then the action itself.
I'm gonna try it again tomorrow same way and see if I can do it faster.
I 100% will because I had a phone call and sending screenshots of the next doors/parts to people that said I couldn't do it. Lol
