The trick with Vectors is to play to their strengths. Either equip more weapon handling to make them more controllable, or rely on the lack on control to devastate targets. You know those molotov grenades? The spread and rate of fire from the vector lets you shoot them out of mid-air. Blind-firing from behind cover at close range is a safer way to use it, similar to a shotgun. Aim for center of mass and rely on the high CHD/CHD instead of going for headshots. You do damage by sheer weight of fire, not precision.
Personally I find other SMGs to be worthless compared to the Vector. But I can't deny both the Tommy Gun and M1928 can also do ridiculous damage per bullet. Emeline's Guard is very strong in a survival-based build, especially stacked with Memento and Belstone armor regen.
And let's not forget the Chatterbox for speed running. Literally the best tool for the job.
