Items and people for town halls

First, sorry if it is not the correct place to post it.
I got the game like 3 months ago, and its really hard to find this legendary or epic stuff for the town hall. There is a way to get them? Or only with expeditions or random missions?
I know i can buy people or items to some people, but they are not for town halls

the Research Institute makes it easier to get all the items. you have to complete Land of Lions to get that building.

Sir Archibald Blake sells town hall items (and some trade union ones). The Epic ones are the thick brown books. Examples are Papal Paper of Prenatal Preservation and Malching's Back-to-Back Itinerary for Serfs, which are pretty powerful. It can take quite a while for them to come round on the re-roll.
Be aware that there is a trigger for getting Legendary and Epic, but I don't know what they are.
For Epic, I think you start to see them when he has all 12 trading slots.
Anybody know what these triggers are? I'd like to know myself. There's nothing worse than spending a lot on re-rolls when what you want isn't available yet.

POPPYTAT is right, you can use the Research Institute. However, you first have to Identify the item you want (random re-roll at the RI). Then the cost per item in Research points increases the more often you develop it.

It's up to you how you want to balance money cost (Blake) against Research Point cost (RI)

You can look up every item in the statistics menu and how to get it. You can filter for anything like town hall or buildings it influences. You can also show unowned items too and look up how to get them.

PoPPYTAT, Thank you so much for explaining it. I now understand that you can enable a Research Kit on something you own but haven't identified. That identifies it, so you can then develop it. I always though it was a one step process, but definitely had it wrong.

noting the cost of the books you want makes speed rolling quicker

I just do all the expeditions that come up, mainly to just get them off the menu but also just in case one of them gives me something useful. I built like 4 ships that are just for expeditions.

Also I really worked at increasing my settlements attractiveness to attract visitors through the visitor pier and just yesterday I got 3 legendary specialists in like an hour. This has actually been the most consistent way of getting legendary specialist for me, almost everything I have has come through the visitor pier. Increasing the attractiveness of my town also seriously increased my income off the visitor pier which is nice, more money to spend rolling for items at Vendors.
