Seriously???? Ubisoft support can't even be bothered to look at the history on their own support forum?
This problem has been repeatedly reported since the PC version was released. In fact, the thread just below this one is about it.
The message is self-explanatory: Starlink can't run under a VM. In particular, you can't run Starlink through an online service like GeForce NOW. If you're running it on your own PC, you'll need to disable virtualization -- which most people refuse to do. The definitive responses from Ubisoft are here:

If you paid for the game and refuse to disable virtualization, you should submit a ticket to try to get a refund.
Apologies for the confusion, everyone - I can see that this has been reported previously.
Development on Starlink has stopped, but I'll nonetheless update our teams to let them know this is an issue for players using virtual machines, as this is valuable feedback for us.
