as far as i m aware the only way to obtain "Skill Tiers", is either by having gear with the major/main Attribute as Skill tier, having the specialization
technician, or the pistol TDI Kard Custom.
And yet i am constantly seeying around the web (youtube, reddit, etc) people with skill tier 5 and 6 without almost any gear with the major attribute "Skill Tier.
Example of 2 reddit post with people on skill tier 6.
You can see the bar above the currency with skill tier 6.

So my question is, what am i missing? what other ways are there to get skill tier that i dont know?

With technician that's 2 skill tiers,1 red, 1 blue.
On 1 bag alone
Future perfect gun talent gives 3 tiers.
1 per kill and at 6 skill tiers, next kill overcharge.
Each tier is for 15sec and refreshes per kill
Overcharge has cooldown.
That's already 5 still with only 1 bag.
So 5 gear pieces that you can still choose from.
No, what you're seeing is a couple of bad screenshots combined with low contrast on them.
The skill tier bar shown on the character screen shows 6 bars regardless of how many actual skill tiers you have. But those bars "fill up" as you actually equip gear with skill tie on it. Shown in the screenshot below, you'll see that out of 6 pieces of gear, I have 4 that actually have skill tier on them(no that's not a real build, just random pieces equipped to illustrate the point).

When I look at them both the first one has no skill tiers the only possible item because I can't see is the hand gun or weapon . The bar show no skill tiers and 0 beside tiers. Hes all red .
The second guy has 0 tiers - he's using 5 utility mods . says he has 4 reds and 2 blue - no yellows

Cowdog clearly demonstrated that both of your examples are Tier 0, not Tier 6. This is then corroborated by X, BT, and myself. You've misinterpreted potential ('unlit' and 'lit' cumulative total) with actual ('lit'). This is akin to looking at the 'top' speed of an analog speedometer on a static vehicle, and deducing that said vehicle is traveling at said 'top' speed.
