For me The Division is the best coop tactical (witch superior AI) game on the market. Artificial Intelligence in this game outclasses other companies and their productions . There are no competition in AI behavior area.

It’s really the premise that’s common between the various titles in each franchise. You could say that’s the universe, but it’s different. Certainly the settings, characters, and most everything else can change or evolve. But there’s a thread that connects each of these franchises... Far Cry is a FPS in a struggle to survive in a hostile environment, Ghost Recon is a third-person squad based special forces tactical shooter set in the near future. So along that lines, The Division is a third-person looter shooter set in a near future societal collapse. So it’s a bit of game design, mechanics, and premise.

But even then, there can be spin off games that are a radical departure from the main franchise. So it may be best not to think too much.
I think having the SHD feature prominently is important, as it's literally in the name. That doesn't mean it has to be set after the dollar flu outbreak, be a looter shooter, or even be a co-op game of course.

The original The Division was all about "Division", 2 is different, but not worse.

But the story of The Division and 2 is very superficial... Sometimes I wish there would be more maturity and dramaturgy like it was in The Last Of Us Part 2 or Beyond.

I think there could be a Division game without the SHD tech. Even with just conventional modern day tech, you could build a compelling Division game... but maybe then it becomes in-distinguishable from Ghost Recon. Not sure. You maybe right.

San Fran is an obvious choice. Lots of interesting architecture and very interesting terrain.

I figure it's SF or Chicago if they go West [Watch Dogs already wire framed both cities]. I vote Chicago, in Winter.

If i were to guess is the setting of "colapse of society in a modern setting that forces the activation of the division". I mean you can make an FPS out of that, RTS, those weird squad based tactics games like shadow tactics and Commando series, BR, a weird survival game, something more dramatic like This war of mine, resource management city-building.

I think as long it uses the setting and basic events of the virus it's fair game

I think The Day Before is set up in San Francisco area (I recall noticing Golden Gate in a screenshot or video, or something that looks like it)... provided it is a real game, not vaporware.
Vegas would be interesting too, lots of great locations for indoor battles. Perhaps some expeditions to Area 51, Death Valley, Hoover Dam, etc.
