    Apart from being elitist such a decision would divide the playerbase and leave many players behind an artifical wall that they cannot overcome on their own (but WILL overcome by cheesing, cheating or with help....people are resourceful). When I played The Secret world the hardest dungeon difficulty was set behind a skill checkpoint which demanded your knowledge in areas like movement, threat avoidance and skill knowledge. It was a great system to seperate the wheat from the spree....

    ....and it didnt help AT ALL despite its intention and implementation. You HAD to complete these challenges and at the beginning it even worked...until it didnt. A lot of people wanted the shinies as well but were either unable or unwilling to put in the effort. Step-by-step guides, videos, booster services and friends....more and more unqualified people swarmed into the difficulty ranges they never were qualified for in the first place. It was a "do it once to unlock" system so even IF people learned the strategies and managed the things required chances were that they would simply join to be carried afterwards.

    Your suggestion would simply lead to SHD farming or SHD booster services, I m not sure why you think a high SHD number equals "skill". It just says that some people put in a lot of time into the game, not that they are capable. Putting legendaries behind an additional wall would increase player frustration mostly and lets face it....legendaries are not THAT good, some builds rely heavily on them, others...not so much.

    Its a problem that comes down to people and I dont think an automated system will be able to solve it. If you want to tackle legendary content your best bet is to go with hand-picked people and avoid randoms. This isnt a new problem by any means. MMOs and match-making games provide decades of information to the issues and solutions. In the end its a balance between accessability and skill-check and as The Division 2 has no kind of ladder system I dont see any reason for such a system to be implemented.
