I am one of those who like to play for medium distance and afraid to be flanked. If the group expects me to run in like Rambo, that won't happen, no matter the difficulty. I said it before, for group play the most important aspect is to find people that play the same way, or styles that complement each other (and you need comms for that to work properly). When you play with random people that's a matter of luck.
As for weird loadouts mentioned above, I got into "inspecting" other players lately. Quite the experience! I've seen some really solid builds (that based on my limited knowledge) and I've seen some baffling ones. Just recently a ran into a guy with SHD level ~350, with the weirdest mix... this person was using a green shotgun lvl 29 as main, purple SMG lvl 35 and a yellow pistol lvl 40. The gear was mix of mostly purple with some green and yellow... Didn't seem to have a logic.
Getting someone like that in your group could be quite frustrating, especially if it's a mission with a specific goal (speed run or high difficulty). But it's part of the game. I don't see limiting access a viable or good option. Perhaps we have lower level friends that we want to help and carry...
The only real solution here if you are really bummed by such occurrences in random groups, is to form your own group, or clan, and be selective who you let in.

Not everybody is confident of their skills and a lot of people are scared of being singled out or rejected especially when they are in the learning stage that we all go through.
That is why, as a veteran with abundant self confidence, I never inspect group members and the only time I will kick is if they don't listen to advice.
I don't care what someone's SHD level is within reason. A guy with 60 hours on the game isn't suited for Legendary, but that's another conversation. Most quality players can make it through Legendary as long as they do 2 things.
1) Listen to the group plan on how to attack each level and stick with it. You're a team.
2) Don't be that newb that runs up, agroing or activating the next area before your team mates are ready. If you join someone else's game, let THEM dictate the pace of play and when to advance. Ignoring this will 100% get you kicked.
I think you mean that they're weighing above their punch, actually. But yeah, I get what you mean and agree that it seems to be a core issue with multiplayer co-operative gameplay. Well, I'm not unhappy to try to change my style to work better with whatever other players are doing. It sometimes provides a bit of interest, and incentive to try something I do less often. My SHD is about 190, playing the Summit with a Tank / Artificer / Liberty Pistol Build, three other agents were SHD 1000+ all of whom died against 4 x Rogue Agents, I was the only one left standing and took out 3 x Rogue's, took me a good 20 mins but I did it.
Reviewing the comments afterwards, a couple of the other agents wish I would hurry up and die so they could get back in the game! Like how many RA's did you kill?
Lesson, don't judge a book by it's cover, low SHD's can still do it with the correct build

Agreed. Even heroic difficulty is far from being as hard as it was when it first launched (back in the days when only invaded mission could be played on heroic difficulty). And if running and gunning doesn't work anymore, people just switch to the AFK-drone/turret-build. It's pretty hard to mess up heroic and sometimes even legendary content with such kind of build. But the worst thing about these builds is that players do not learn how to actually play the game. They copy a YouTubers build and hence think they were pretty damn good at the game. But they aren't. You can tell by their confusion when accidentally an enemy focuses them instead of their drone, if they are being flanked in the OW, when they fail to tell their skills to target the right enemies at the right time, if they face bad weather, or when they reach floor 100 in The Summit. And we're not even talking about Raids yet... They just don't know how to adapt or how to correctly respond to different situations.

And I would go little bit further! 10k SHD minimum and first you have to solo all the legendaries with purple gear and after that finish all the raids in HC and send 100€ as donation to the devs! Ah and I almost forgot that you have to beat atleast 3 LKola’s speedrun timesand after all of this you are ready for the matchmaking
