i have seen lately a red icon and a white number next to your health bar

i am probably asking a dumb question, but i was playing recently in a group and next to my health/ammo bar was what looked like a red shield and a white number that went from 1 through 4 on some of the players. and it changed at times and even disappeared altogether. what does this mean? is it a setting for the gameplay ? i can't find any answers online, please help. thank you

It's a directive. I dont use it, but if your armor gets depleted you'll lose max armor, and only get some of it back using an armor kit.

Because those are negative stacks. If you lose your whole armor once, you receive one stack. If you should lose your armor completely again – you will receive another stack. You can have up to four stacks. And each stack takes away a fifth of your maximum armor. So if you're usually sitting at 750k armor, your max armor with one stack would be 600k, with two stacks 450k and so on (the numbers are only examples for clarification).

You can repair your armor up to that maximum with skills, talents, perks etc. as usual. But only when applying a Repair Kit you will not only repair your armor but also remove one stack.

That's how this Directive basically works. You can also check your own mega map, switch to the Global Settings, and right were you could choose to activate Directives for your OW globally, you can also have a quick read through descriptions for every available Directive.
