The Division 2 is not "playing" nice when you run other applications in the background. Most likely those apps are interfering with the anti-cheat software.
For what is worth, I experienced myself some issues in the last few days, stuttering for a few seconds followed by freezing or crash, then restarting the game and works for hours.
This is pretty much the open issue that has been unresolved now for about.... 2 months?
It is nothing you are doing wrong, not a reason to tear into your system and its configuration.
Game crashes to desktop with no error indication at all. Some days it happens, other days it doesn't. If it happens, in my experience, it usually happens upon encountering the first group of enemies and engaging.
Then you relaunch and it will play fine. Well, I do recall having to have to relaunch it more than once. But if you are patience and persistent, you will eventually get a good session that plays fine.
Just a side note, I have spent some time on this and my theory is that ez anticheat is getting triggered and kills the game process. If that is the case, then that would be really, really bad and unacceptable. Because for nearly 3 years now we have heard from all those that have a bad experience in pvp because of cheats and exploits. So, the anticheat is not effective in fixing pvp, and all it is doing now is also screwing pve too.
It isn't on your end. Background tasks may only aggravate the occurrences, but are not the cause. In their attempt to remedy the initial pattern of crashes, subsequent ones have been introduced. This particular one belongs to the series defined here. I highly advise anyone, even infrequently, experiencing the CTD within five minutes of startup, not load into a hardcore character until this time has passed and a reasonable period of stability has been established.

I agree, every time I start the game, it freezes or crashes once or often twice within the first few minutes of starting. After that, it runs fine for hours. Something is activating and interfering with the process. This began with the transition to Ubi Connect. I also have lag which I did not have before. And yes, they have no interest in fixing it.
Make sure all non-essential programs are off. This might require manually shutting them down and going into Startup settings to make sure they don't load after restart.
Restart computer.
Load ubisoft connect.
Go into settings and verify game files.
Go into settings and turn off ubisoft overlay.
Check to make sure GeForce Experience overlay is off.
Make certain all auto-updates are off.
Update video drivers.
Update Windows.
Run Div2 as administrator.
The goal is to make certain that the only things running are absolutely essential programs, and Division 2. This has allowed me to play fairly consistently. But even so every few hours I will still sometimes get random Crash To Desktop or total game lockup.
