Tactical assessments are the one optimization currency I wish had been dropped. They are guaranteed from bounties and summit boss floors. I've seen them from some mission bosses, but never from a CP (despite those having a named elite). Rogue encounters will also drop a random assortment of optimization materials.
Note: If you're playing a global event, you can get them from optimization caches. It's a good idea to buy those from the season vendor if you're short on optimization materials.
The primary source for faction assessments are named bosses in either missions or bounties or on Summit boss floors. They drop 1 on normal difficulty, 2 on hard, 3 on challenging, 4 on heroic.
Keep in mind that only the last boss will drop the assessments if any encounter or mission has more than one named enemy.
But as V4MPiR1 has already shown: you can get as much as 10 assessments for your desired faction by simply crafting them. They are not expensive at all and 10 assessments are a lot. If you keep an eye open for mats or dismantle some loot while just regularly playing, this is a very efficient way to accumulate assessments for any faction.
Plus there are some opportunities for random drops as also previously mentioned (Rogues or Optimization Caches being the most common ones, I guess).
Free roaming open world bosses will not drop faction assessments. They are just regular street thugs and have no clue about assessments.
Named bosses from heroic checkpoints (and checkpoints in general) will also not drop faction assessments. They grant Field Recon Data, which is also need for Optimization.

When you interact with the crafting bench, you are presented with the various categories. When TU12 dropped, they snuck the single optimization materials section in under them, accessible through a down-scroll. The blueprints for all the materials needed for Optimization were added to the regular blueprint loot pool back when they were introduced to the game. So any activity that currently still rewards you with a blueprint will drop a random blueprint for you. Some examples:
If you were to be already at SHD-Level 38,357,358 and owned all the other blueprints when the Optimization was originally added to the game, the blueprints for the Optimization materials were pretty much "guaranteed" drops from clearing heroic or challenging checkpoints or completing projects – as they then were the only blueprints left in the pool.
If an agent is now new to the game and hasn't unlocked a lot blueprints yet (no matter whether for weapons, items etc.), then each of the said activities will grant one random blueprint from all the blueprints they haven't been able to unlocked so far. So they just have to be a little bit lucky to get the blueprint they are looking for right away. But just keep on farming – the the loot pool for blueprints is not endless and sooner or later you will have them all.
