So it's been a while and I'm still on this. It's been maybe 2 years since this feat has been bugged. Even the For Honor Bug Reporter website just says "investigating" and nothing has been done since then. It almost literally does nothing (the feat I mean). It's a pretty solid feat and should be fixed cause otherwise, Tiandi really only has 2 T1 options when it comes to feat selection.
If you need a recap on the situation, the problem is that the feat will not apply a buff. Not to officers/captains, commander, players, etc. The only way for the buff to apply is to stand directly in front of the friendly hero and be unlocked from any locked-on enemies. The buff only lasts a few seconds and so it's not worth taking the time to line up to someone and give that 1 person a buff.
If you need more information, Rally Call is a tier 1 feat for Tiandi. The feat will give an AoE effect from him to apply a damage buff for allies when he is at half health or below. You can tell the buff has been applied with the little sword icon above their health bar and the flame effect on their hands.
One last final thing, this is on all platforms. If I recall correctly, this feat got broken since Hitokiri release.
