Guess what.... it is precisely their job to specifically test their products against their Ubisoft Connect platform, and it is inexcusable for them to have to have failed this miserably with this release.
There were serious issues with crashes with the game (TD2) b4 the Ubi launcher update. This new issue just compounds things and now they are forced to address it. The game engine is just unstable with particular computer hardware. Lots of people have been complaining for weeks since the March update which left the game for some players completely unplayable. Other people did not see any serious issues until now.......What happens next...more crickets....

My experience as a developer working on quality and reliability of software releases has been that the problem is most often management not being willing to make the changes to the development and release process that would help mitigate things like this.
Perhaps this fiasco will prompt a change in how they do their testing of Ubisoft Connect updates. We may never know; their communications department doesn't seem to be doing a very good job of explaining what's going on during or after things like this, even though doing so might reduce the amount of angst they see from their customers.
Because he wasn't relauching the Ubisoft Connect program would be my guess. The Division 2 was working fine for me for several hours after this whole thing apparently started, until I (foolishly, in retrospect) accepted an Ubisoft Connect update between game sessions.
