Weekly orders should not be mandatory

Simple. Rebalance the economy, so that playing games alone is worth it. You should not have a net loss in potential steel just because a given order is unfun to complete. After all, there is a reason why I dont play certain gamemodes or heroes, forcing me into them doesnt make them fun, which should always be the priority with a game.

Another solution would be a to simply allow for rerolling of bad orders, so that they have no influence on gameplay, as they can then align with what the player likes to do.

Do notice that orders pad statistics, as heroes and gamemodes would have to be played, albeit only relatively shortly, that are usually inconsequential. Falsified statistics can lead to bad decisions, prevent that, implement changes.
