All in all it sounds like you're talking yourself out of things based on a false assumption.

Shields are good, but not better or worse than anything else. Some builds that don't use shields might be sub-par, but not ALL builds that don't use shield are sub-par.

If you don't like shield gameplay, just use a build that doesn't use one. I recommend:

All Branded gear Assault Turret/Drone with Capacitor and Memento backpack. (Technician)
All Branded gear Mortar/Drone with Capacitor and Memento backpack (Demolitionist)
    Negotiator's Dilemma with a Police M4/Famas/Carbine 7 or Vector SMG 9mm (Gunner)
Hunter's Fury blitz build with Memento (Gunner)
Stinger Hive/Firestarter Chem with Eclipse Protocol and either Vile mask or BTSU gloves (Either Firewall or Survivalist)

Each of these builds has an entirely different and fairly unique playstyle. And ALL of these builds are VERY powerful if used correctly whether in a group or solo situation for all heroic content. Granted, if you want to run legendary the number of builds narrows, and HIGHLY depends on your ability and group. You'll have to make some adjustments there. But even then most builds still work just as well as a "shield" build. In fact...the only one I can think of that would need to equip a shield to work in a legendary group would be the Hunter's Fury, since it needs something to let it survive to close range.

I logged in game and yeah, everyone is running around with shields *facepalm*

So i guess my question is, how did this happen, and more importantly, why hasnt anything been done about it. Is it just me or is this pretty ridiculous?
Wrong questions leads to wrong answers.

The question is not why shields are so powerful (they aren't), but why ppl forced to use them?

Because of crazy amounts of damage monsters and players do.

Let's say, I have build that pulls out 8 mil damage per second. And trust me - there could be even more.

And I will shoot on the enemy with 2 mil armor, 300k HP and 5 mil shiled (which actually will have 1 mil only, because of PVP multiplier) - 3.3 mil combined.

That guy will last against me for only ZERO POINT FIVE seconds or - just a half of second. Fully specd to armor and with shield up.

Even with halved damage output, I will still have 4 mil DPS and that guy will live just only ONE second.

Basically, in PVP shield gives you something about 0.1-0.3 sec of longer life.

Is it OP? Far from that.

Of course in PVE shields lasts longer. But why ppl use them there?

Because of stupid cover system. Covers are not actually covers you if you decide to shoot - monsters will snipe you from crazy distances even with SMGs.

That's a problem, not shields by itself.
