There's actually a new setting that came out recently, where you can toggle the lock-on button to make it possible to eventually lock on to the person you want by switching within 200ms, as opposed to switching between the two closest people.

For example, if you have three people
2m, 4m, and 6m apart, typically the current lock on system would only toggle between the two closest. But, if you enable the other lock-on system, you can make it so you can target the furthest person by pressing your lock-on button fast in quick succession.

So, you don't have anything to really complain about. There is a tool you can use to fit your targeting needs.
