As for its purpose, DZ. Three pieces will net you +15% Armor on kill and +40% disrupt and scanner pulse resistance. Then there is the Hack Step protocol 4-piece talent which replaces your armor kits with an indefinite-use armor kit with a 20 second cool down.
Personally, I used it to fight Hunters in the Summit. 97% disrupt resistance means I can run a jammer and shock traps from the moment they spawn in. Only useful in a group thought. Sadly, this set will not protect agents from being jammed by Keaner at the end of Liberty Island.

I'm currently running a 4/3/1 with Memento or basically the same build without Memento as a 3/3/0 setup with "armor on kill" from the Deathgrips, from Belstone and the Gunner specialization. And that's pretty neat. So with two pieces of System Corruption you could wither further boost such a build or create your own one (especially if you don't want to use two pieces of Belstone or don't own the Deathgrips, as they are DZ-exclusive).

With Emiline's guard i get a total of 630,000 + armour on kill, with the mop i get 700,000 + Armour on kill.
Also 40,000 Armour regen. from the Memento.
330,000 health on kill.
1.2 million Armour
The Mop does almost a million damage a shot (without the boost from Memento)
Emiline's guard (P90) at 103K damage (without the memento boosts)
I don't die (well tell a lie i rushed in like a fool in one engagement and did die) but 99% of the time i kill quick and don't die (unless i make a stupid mistake or get headstrong)

You could also swap the 3 pieces Hunter's Fury against 2 pieces of Belstone and the Deathgrips (although this would of course ruin your idea of not using Brand Sets... just to compare the stats) – and you'd also have 20% armor on kill plus 1% armor regen and 10% health. I hilariously used as proto hunters fury before it was a thing, since bull rush and intimidate talent + shield + shotgun + bonus armor damage bonus from the set and the medkit being on cooldown would let me a be a weird proto tank that would do more damage the closer i was to people.
But then hunters fury got released an is just better at doing that
