Division 2 in most part uses a static map, but with Summit update they were able to get procedural generation into the game,
While still heavily limited, it does raise the possibility of creating procedurally generated expeditions to various zones by creating "Tile Sets" to define what a zone should look like.
A good example would be Fortnite: Save the World - which created large world spaces based on procedural generation rules.
Or even Ashes of Rementant which used a more simplified yet successful variant.
Creating City blocks then having them attach to each other, generating a world space that changed every 24 hours, and making it an "expedition" style map would create the potential for a lot of new gameplay mechanics.
It would be interesting and would add to the dynamics of the game, but the Division 2 is set in real world locations. The issue that most folks have with the Summit is that there are only a few floor designs and the layout for each design is stati; not to mention the lighting, invisible walls, and inordinate amout of items to get hung up on. Procedural open world? Hell, no!
1. There is no real need in this, over some wet dreams that "this feature will change everything!!!!" - it wouldn't
2. It will take insane amount of resources to create it (connecting CPs, events, placing collectibles etc) for extremely low output
3. It will bring tons of new bugs: invisible walls, shortcuts, ways to out-of-map, broken spawns and paths etc
4. Both DC and NYC based on real cities, they are static.
The Summit hasn't real procedural generated maps. It's a mix of premade rooms and corridors which just randomly connects to each other. And this was made mostly (I believe) to save disk space and not store/load truly different 100 floors.

It is just a Procedurally generated Mission that changes every 24 hours.
Ashes of Rementant and Diablo 3 does this by using a simple Tile block method.
Where it sets up a tile block fills it then connects to another tile block.
Diablo 3 of course does it significantly better but the foundation of it is quite straightforward.
