Why not develop a home system similar to Assassin's Cread Valhalla

This system is also very brilliant in divsion 2, making the game more fun . I'm sure it's going to give the GhostRecon Bearkpoint a lot of energy

Yes that makes players happy, but has nothing to do with operatives being on a mission in this island, unless they story decides that they will live there for a few years after the missions

Making players happy is more important than anything, and gives the game the motivation to do tasks and a sense of belonging . just trust me body

    Why though?

You're working with outcasts and homesteaders, not like you're going to get them to convert to being operatives and what have you. You'd end up with a bunch of farmers and former skell tech employees. This idea seems a bit niave and redundant. Valhalla has a home base story line because often in those times the Nordic people would sail off, conquer and settle. The reason behind settling was to maintain their domain.

    That's exactly my point.

On the other side, it would be nice to see some "Ghost Outposts" being unlocked as the story progresses, just like the hideouts in Division, maybe caves or abandoned sites to become such a place, I've been almost in the whole Island and many places even seems like they were designed for that purpose.

But since Ubisoft adopted Bivouacs there's no need for them.
