I'm a Rep 46 Lawbringer main and what you said about him is quite accurate, so I don't think you misunderstood Lawbringer. You are actually right about him and (intentionally or not) you just described what's the problem with him.
His original design doesn't fit into the game after the CCU. He feels a bit slow and static and he lacks any kind of pressure from neutral. His chain pressure is also quite bad because of his attack pattern. You need to feint a lot of attacks if you don't want to get parried, but if you do that you won't get to the unblockables which could force out a reaction from your enemy.
To be honest I don't quite have an answer to your question. You see, I can't tell if you using him in a wrong way because I didn't watch you play him. I also can't say that his design is outright bad because he has some good stuff in his kit (like all of his parry punishes, the short recoveries on shove and his zone). I would say that your problem is a bit of both, since it requires a really different mind-set and play style to play LB effectively (especially after an aggressive and kinda mix-up intensive character like Raider). It takes some time to get used to. Keep practicing.
