Is improvised gear to powerful? Does it work as intended

So this is something I have been wondering about. Improvised gear can have gear mods on any peice. Compare it to providence, it has 15% crit damage at 3 peice. 3 peice improvise gives you 36% with God rolled mods. No brand/ gearset allows you to get gear mods on gloves, holster, neepads. If build it right you could also get 80% hazard protection using yaahl gear and 2 ceska and still have 6 gear mod options to. This is kinda the ultimate set to use to fill in spaces.

Usually the brand affixes are better/stronger, but if none of the affixes are what you're looking for then improvised is the best alternative.

1 piece Cezka give 15% crit chance, good luck getting it with 1 improvised piece.

Yeah but crit chance is easy to come by. 30 from gear alone, 10 from coyotes if you or someone else has it, 10 on your watch, 5 to 20ish on weapons and then ther is weapon talents that can give you it.

Well, if it was so powerful... then it would be the meta.

Improvised gear could be only useful if stack CHD or PFE - basically, very niche builds.

And with it you are opting out of, at least:
    Fox kneepads
    Contractor gloves
which gives far better damage boost than just 12% CHD

Add here green item sets - some of them are good too. Some of them, lol...

Coyote mask is good, but for solo it's better wear Memento anyway.

Yeah... and with just that one piece you are freeing up at least 2 mod slots to get something else.

I dont see many people wearing them.

Only stupid 85 PFE builds, which sacrifice a ton of damage. I mean you may as well just run Unbreakable, and you can have an extra equivalent to 5 damage attributes/mods.

Not necessarily. You can still have both the contractors / foxes prayers and an improvised holster.

Improvised is not kinda the ultimate set to fill in spaces, it is the set to temporarily fill up spaces.

No brand has mods on gloves, holsters, or kneepads, but they do have brand stats, which improvised gear does not.
Being that the attributes are a wash:

    Providence: 15% HSD | 10% CHC | 15% CHD
    Improvised: 36% CHD

So with Improvised, you gain 21% CHD, but you forego 15% HSD and 10% CHC.
