Am I doing something wrong or is the maximum number of Exports Offices per Main Wharf are really capped at only 13?

Only way is build other Main Wharf on other island if you are plan to unlock due if there is 20 exports or something like that.

Thanks, kinda silly imho, not to mention that the odd number messes up the symmetry. Guess I'll plop a couple more Wharves on other islands to unlock things and then demolish them.

Yes, I noticed sometime goods or number required changed once in while, I think.

Exactly due to this reason I find the unlock conditions ridiculous. Setup 1 wood to 1 whatever good then ure good to go. This whole unlock system needs to go or changed imo.
