Playing on extreme difficulty level automatically disables orange detection clouds, regardless of HUD settings. Tier mode 35-1 is locked to extreme too. Lowering difficulty to advanced/regular/arcade will restore clouds.
Also, it could be related to performance degradation. Performance degradation happens when system starts to run out of available resources (usually RAM/VRAM), which can manifest in longer loading times, delayed/partial environment loading, etc. Mini-map has been very buggy after mercenaries update, got progressively worse since and shouldn't be taken seriously. Rather than relying on a mini-map, you can combine heat map with maxed out rebel spotting, drones, binoculars and scoped weapons to explore the surrounding area before going in. Rebel spotting, marking with weapons and enemies marked in close proximity by team AI count against tactical stat though.

If you want to get off tier mode to get the detection clouds back, go to your pause menu and look for difficulty - it's in there.
Hint : If you enter tier mode a second or two before completing a mission while doing this you'll still get the tier points for the mission - even if you did all the hard work on arcade.
