    Shield is your best friend when you want to move. Use grenades to force mobs to run from cover . Make use of Scorpio when moving, you will CC mobs easly

    That's another thing that would be handy. The ability to sprint with my shield deployed and to also run up and down ladders/building with my shield out, you know, like the NPCs can.

    Have you never been chased down the road by an NPC with a shield in one hand and a pistol in t'other? You sprint and they keep up with you.

    How often do you run into rogues during heroics? Is it worth reserving your secondary with another close range weapon just for those encounters?

    IMO its better to equip a rifle or MMR (or maybe even an AR) in your secondary for NPC's the SMG can't reach.

    You are warned when you are about to encounter rogues, so there is time to change weapons.
    That's what i do in groups when rogues spawn, depending on the build i'm using i make quick changes (another gun, or riot foam, or shock traps).

    No, they are not sprinting. And while he is using stairs, he is also can't use his shield (you can shoot freely into his head only, though).
    As for running, those shield bearers can only do a side step, slowly, but steady. Running only during some scripted animations like getting out of spawn point
