No not really.
Mind you i do find them quite aggressive sometimes, but i think thats down to our builds and or our style of play.
But the biggest factor
Builds/Talents/Synergies/distraction techniques/certain gear (BiS) put them all together and a build with 40% CHC and 100% CHD can slap Heroic NPC's just as effective as an all red 50% and 200" crit build.
All Red crit builds are not the be all and best all of this game and will get alot of people killed more than any other build.
I only play Heroic open world and missions, (and most of my builds allow me to stand out in the open and slap NPC's around)
It's because a lot of people don't understand that such a build relies more heavily on personal player ability than any other build in the game. In the hands of a good, experienced player a glass cannon all red build will be a wrecking ball. But do enemies hit too hard? No. I don't think so, anyway. They hit hard relative to agent armor, but that makes them a credible threat. Which I think is important to getting a healthy challenge out of the game.
Are enemies too spongy? I think just a little. Maybe only 5-10% for normal dudes. Named enemies and hunters/rogues tho....waaaaaaaaaaaay too much sponge. Especially combined with their stupid high accuracy, damage, range, and skill spam. They could definitely stand some tuning.

For those who are not top of the top, then distraction/confusion/Armour and using everything to your advantage will keep you alive and knowing how to make a decent build that synergises with your playstyle
Successfully surviving on the hardest levels in this game is down to 50% skill and 50% knowledge of the game/gear and such.
I'm currently running a
4 piece True Patriot SMG build with Obliterate and the Memento bag. Banshee pulse and Striker Drone.(yet only 40% CHC and 90% CHD)
Took me less than 20 mins to put it together it's not even a 3 rd maxed in any way yet it slaps NPC's and lets me survive on Heroic.(the build synergises)
i'll put up a couple of clips in the next 10 mins just to show it on Heroic.
I'm also missing some context here.
But generally speaking I'd say: no, they are for sure not overpowered and not too spongy.
Some NPCs (e. g. legendary Hunters, legendary Rogues) might use some slight adjustments, but whether I'm playing on challenging, heroic or legendary difficulty I could not say that neither red nor purple bars or elites feel overpowered.
Of course they can overwhelm players – but Cadillac-Jack and Sircowdog1 have already described why and to what kind of players this can happen.

These two clips are just to show how someone who is not great at the game can survive Heroic, with the right build or knowing how to build and how to synergise. (Yes the memento is just about BiS) so why not use it to your advantage. like i said before Crit is not always the be all, distraction/confusion etc etc helps.
Oh and 30 FPS/Input lag and a 7 year old PS4 doesn't make great viewing ha ha ha.
Notice in this first clip the very first thing i do is create confusion (stops the NPC's focussing entirely on me)

PS: if i had an all red the Elite at the end would have melted me dead.
To risk getting off topic. I've never been able to successfully make a True Patriot build that I thought was worth a damn. It just seems like the set bonus takes way too long to create a meaningful effect. By the time you stack up the debuffs, the target should already be dead seconds earlier. I've actually been using Turret/Drone builds lately since the advent of the Capacitor. That build is....really strong. It doesn't erase single enemies like an all-red build with glass cannon. But it can manage entire rooms on heroic/legendary like clockwork with MUCH less risk to the agent. It feels much more strategic as you manage the entire encounter all at once instead of a single enemy at a time.
