I have him blocked, but can still see what he says if it is quoted in a reply. The system here is absolute ****, and really needs a proper overhaul, to be honest.

But there's no actual proof that a majority doesn't want a level cap increase. There's actually anecdotal evidence(the youtube poll) to the contrary.
