Except, getting this weapon is not going to make you win, so therefore not a pay-to-win.
If you bought the ultimate edition at launch, or the year one pass, you got the Sweet Dreams shotgun without having to grind one minute for it. No one cried pay-to-win there.
There are many possible ways to make this eagle bearer available outside of the Dark Hours raid.... which no one plays so you can't get it now. I've suggested in the past that since they named it after AC Odyssey, perhaps the players that own that might get it? Or at least get it put into their loot pool of possible exotic drops.
Of course, they could put it in the pool and make it drop with a skin that differentiates it from the one earned, so the badasses that put up with the toxicity in grouping with discord randoms can still be proud.

Then there are shotguns with scorpio beeing basically the only viable option due to crowd control aspect of it, but even here going with memento+mop is not as bad as many claim
Nemesis=load time, i'd rather use white death
Mantis=lose 50% of hsd when targeted. Again- white death is IMO better
Liberty=tank, and i admit- its very good
All in all: Exotics CAN be good, but it requires certain playstyle. Regular weapons/named weapons are "basic", can do really good damage and allows for free modding and "casual" playstyle
For me it's about completionism.
I know I won't be using it if not just to try it, but I would like to get in a manner that does not go completely astray from the rest of the game.
I said it many times: those who finish the raid should get an aesthetic reward, or an aesthetically different weapon/armor, but the items themselves should be available everywhere. This gos also for the DZ/Conflict: which means that those who like to play those gamemodes should not have to put up with the LZ if they don't like it.
TL;DR: No exclusive gear.

TC division 2 is the official one, join the channel and take a look, u will see it's not hard to finding ppl to group a raid, or u can ask for raid in game chat window. after that, u will have no issue on raid exclusive rewards, as u can find any ppl to play with u there
I saw someone here say "DPS build". That term can mean a lot of different things to a lot of different people. I have seen people come in with a total rainbow "DPS build". Some people think their skill builds are DPS builds(which to be fair is not completely inaccurate).
To anyone wanting to do the raid and go into LFG. May I as a simple plebian offer a few guidelines on what a Raid DPS build is.
Pretty much it is all Weapon Damage major Attribute Rolls with Crit Chance/Crit Damage placed on it. You can go for headshot damage, but having as close to near 60% Crit Hit Chance with relatively high Crit Hit damage is important.
The brand set pieces need to be the following. With certain items far better than others:
1.) 3 piece providence(Alternative 2 or 3 piece Sokolov with SMG's)
2.) Foxes Prayers For Rifles and Damage to targets out of cover
3.) 1 pc Grupo Sombra for Crit Damage
4.) An last item that can be a number of alternative items like either a single piece of Ceska for Added Crit Chance, a set of Contractor's Gloves for LMG use and damage to armor, a Coyote's mask for group bonus crit attributes, a single piece of fenris for AR Damage, or a single piece of Walker and Harris for all around bonus weapon damage
5.) Chest and Backpack with the following skills: (Chest: Glass Cannon, Obliterate, Focus) (Backpack: Vigilance, Composure, Concussion)
That is a typical DPS build. I would strongly urge people to use Obliterate over Glass cannon in Iron Horse.
Some people love Striker. I have heard that on a number of bosses that Striker with Sleipnir/Burnout is really strong. I personally don't see how the gear set is that powerful, but I can guess the weapon handling and increased rate of fire compensate along with the stacks to offset the loss of crit damage. Still, I can't argue with consistent results from people that I raid with that use this.
Negotiator's Dilemma is good, but not recommended because people still find new glitches with it and the raid that cause things to crash. I would say unless you want to be that guy that finds new ways to crash the raid; don't use it.
Hunter's Fury can work great in fights where you have to kill adds at a door in close proximity. It is a much better than the combo of Intimidate + Adrenalin Rush. Those two are terrible in the raid, because they often don't help in the boss damage phases. Also leave the memento off your builds in the raid. It is a great item, but it is only strong when you can get all the trophies for yourself. Having to split kills amongst 8 people can allow its utility to wane.
I still stand by my criticism that the idea of relying on outside proprietary technology to assemble pick up groups is a bad idea. Good luck those that decide to go Pickup LFG, you will likely need it.
Join the discord so many recommend for the game and people are often willing to run through it, i found a new clan about 4 weeks ago by just doing a quick who is active and such and already run dark hours 6 times, in the 3 weeks time or so i had gear for it, it is just a question of asking people for the help and they are for the most part willing to give a hand.
And all of this was after a long break on my part so no bullet king at the time or any of the new exotics so we grinded summit and they got a feel for my abilities and playstyle and boom i was in their weekly dark hours run.
