My experience is somewhat similar to yours. I logged in, activated the Golden Bullet event and immediately crashed. Then I restarted, decided to test it and deactivated it, and I immediately crashed again. To further examine the situation, I logged onto Breakpoint and messed around for a bit with no issues. Exactly the same thing is happening to me:

Forgive me I am elderly, Yes I'm "old" but play Division 2 just about everyday and have played everyday since Division 1 came out. Fix this or I will pee on your website! Of course I will have to wipe off my PC before playing again!

I don't like shouting but honestly, there is nothing you can post here to help outside of being apart of the dev team and giving an update. Speaking of...this issue has been occurring for over 12 hours now and we have no response on an ETA.
Half an hour ago checked again and the launcher did another install.
It has now been rolled-back to previous version.
NOT a fix for the crash / freeze problem!!!
(so - sadly - it IS a server-side bug)
