What are the odds to get a legendary card in the TW reward packs?

My team is in gold league and we finished 1st in our bracket the last 4 weeks, and 2nd the previous 2 weeks. I haven't received a legendary card from a TW pack in almost 2 months now. Many of my players are going through a similar drought. I understand you cannot get a legendary card every week from TW but the odds to get a legendary from a 1st place finish in gold league should be much higher than any other TW reward pack. So I am asking, what are the odds to get a legendary card in TW reward packs? I would like to be able to explain to my players a bit better why they aren't getting a legendary card in their reward packs for so many weeks. Thanks

I very much doubt that you will get an answer but in my experience I tend to get more from 4th & 5th place packs than I ever get from 1st & 2nd. However, I just realised that might be because our team gets a lot more 4th & 5th than 1st & 2nd. Strangely, we don’t get many 3rds!
